The site says:

"Cet équipement peut être piloté par radio DCF77 ou GPS et offre une 
précision absolue avec une dérive inférieure à 1 ms / jour en autonome 
(jusqu'à 1 µs / jour à la demande client)."

So it *CAN* be GPS disciplined (or from DCF77 radio) or can freewheel with 
a drift of < 1 ms/d.  GPS and DCF77 would get us to three sources - just 
one more to go to achieve good ntp 4-primary-source practice :-)

However, putting the GPS and multi-source questions aside, it seems you 
indeed do have a primary time source that is "good enough" for your 
purposes.  So your problem reduces to: What are you going to do to 
reduce/stabilize the latencies on the existing network or how instead are 
you going to implement a better substitute network?
