[ntp:questions] TXCO derived PPS and Atom PPS Clock Discipline driver

Sure, my TCXO PPS is adjusted by GPS receiver. I also use ntp's NMEA
driver. But there are some cases like after ntpd restart when PPS is
still valid but GPS lost fix. So I use orphan mode for that condition.
