The 79 ms value shown by ntpstat is most likely your ntpd's root
dispersion.

You may find it helpful to compare the output of 'ntpq -crv' with the
output of ntpstat.

BTW ntpstat is a third-party utility for displaying the synchronisation
state of a host using the network time protocol (NTP). ntpstat is not a
part of the Reference Implementation Distribution. ntpstat may be found
at http://people.redhat.com/rkeech/#ntpstat
