 If you aren't going to use several .conf lines,
  the root country zone can be used.
   e.g. uk.pool.ntp.org instead of 3.uk.pool.ntp.org
 It appears you only need the leading # on vendor pools.

Isn't it going to depend on what is doing the query
 of the *.ntpns.org servers?


 e.g. Your PC -> *.ntpns.org
   vs Your PC -> Your ISP's DNS Servers -> *.ntpns.org
   vs Your PC -> Your Corporate DNS Servers -> *.ntpns.org
   vs Your PC -> IT DNS -> ISP DNS -> *.ntpns.org
   ...

  The *.ntpns.org servers are going to use the IP of
   whatever they get queries from, they won't know that
   the DNS query didn't come from the end device.
