If you're not concerned with clock stability just configure ntpd with
only the Undisciplined Local Clock driver (127.127.1.x) and set the
kernel clock to what ever time you need.

If you need a stable clock add PPS source and mark the Undisciplined
Local Clock as the prefer source.
