Phase is the time. phase noise is noise in the actual time-- either
delived to the computer or in the computer clock itself. 
depends on what aspect of the clock you want. If you want time
differences, phase noise gets less and less important the loger the time
difference. If you want to know the time, phase noise directly is noise
in tht time.
