ntpd never synchronizes to the "local clock" (really the Undisciplined
Local Clock or Orphan Mode).

ntpd can use the Undisciplined Local Clock or Orphan Mode to claim to
be "synced" and serve time to others even when there are no real time
sources available. However, unless you are using external means to
regulate, or discipline, the system (i.e. kernel) clock, ntpd is just
following the very clock that it is supposed to be disciplining.

If you wish to synchronize the clocks of your three servers then you
need to have them following one reference.
