Out of the box it is closer to SNTP, but it can be configured to do the 
full NTP clock selection logic and I'm fairly sure it either does, or 
can be, configured to do tick rate adjustments.

Unfortunately time isn't enough of a priority where I work for the 
anyone with access to the Windows servers to think about tuning them.
