[ntp:questions] NTP rejects refclock

I'm setting up an NTP stratum-1 server with a Meinberg C51 timecode
receiver.
The problem is that NTP doesn't seem to be accepting data from the
refclock driver.
After running overnight, "ntpq -c associations" says:

The clockstats file is empty (but the loopstats and peerstats files
are normal).

What am I doing wrong?
