It's still the same this morning:
     remote           refid      st t when poll reach   delay   offset  jitter

*GPS_PALISADE(0) .GPS.            0 l   16   16  377    0.000    0.018   0.008

I was thinking about that, but how do I correlate 0.017 to time1 ?

Why can't you fix the offset with time 1 in for Driver 29?
