Broadcast works in an L2 broadcast domain that the NTP server is in. If
ntpd currently only knows about the x.x.75.x network, that's all it
will broadcast on.

I'm assuming the x.x.69.x network has a virtual interface/bridge on the
Dom0 (otherwise, how do you get to the DomUs), so specifying multiple
broadcast networks (including x.x.69.x) in ntp.conf on the Dom0 should
make it also bind to that interface.

Alternatively you might want to look at a multicast setup.

But in both cases, the machine running ntpd should have an interface,
virtual or physical, in the relevant subnet.
