"make install" is usually the last step of a "configure / make / make install"
With the "configure" step lot of options can be set, including where to
place the targets, usually with the --prefix option.
The debian ntp package [*] uses --prefix=/usr, causing root priviliged
binaries such as ntpd to be placed in /usr/sbin.
Not providing the --prefix option often results in a default prefix
of /usr/local.
