There is a package from the ntpd developers called ntp-dev which is
available from http://packages.ntp.org/debian. That is convenient because
it can be built and installed with a few simple commands.

However, to install it, ntp has te be removed first.  That is fine until
you have another package installed that "depends on" ntp, and of course
will also work with ntp-dev but the package manager does not understand
that.

Maybe the ntp-dev package could somehow be tweaked to "provide ntp".
