OK, so in this case maybe

- timepps.h should indeed be included in the NTP sources

- NTP's configure should not just test the presence of this file to 
figure out if PPS is supported on the target system, or not

- Eventually the NTP binaries PPS support should always be built in and 
at start up a PPS ioctl could be issued. The result (failed or not) 
should indicate if PPS is actually supported by the system the software 
is running on.
