The configure log is full of errors.  It works out what is available by 
compiling lots of small programs and seeing which ones succeed.  This is 
true for anything built with Gnu autoconfig, i.e. most Unix based open 
source software.

It looks like chrony has a hand constructed configure that throws away 
all the output, rather than recording a log file, so you don't get any 
clues why it failed.
