[ntp:questions] Trouble Simulating Leap Seconds

No `tinker` commands in `ntp.conf`. `ps axf` indicates that ntpd
wasn't started with any options other than -p, -u, and -g.

However, `ntptime` doesn't show anything about INS. Here's the output
from the server:

    ntp_gettime() returns code 0 (OK)
