[ntp:security] I HAVE A QUESTION

Hello 
I am Sun Server engineer who is working for Korea Mobile Company. 
Also I manage NTP Server.
When I check for syslog, I can see following logs.
I am very curios about the meaning of these.
 
What is the unit of time reset stepping or forwarding ?
Second or millisecond ?
