I was probably too terse.

This only affects the basic mode, and it's not the *packet* origin time stamp
that is checked against all-zero, but the stored origin time stamp in the peer
structure -- the one that is cleared to all-zero once a response to a chime in
basic mode was received.

I don't think this affects other modes of operation.
