Fixed and tested to graciously accept the same IP listed multiple times.

The repo is in
    psp.ntp.org:~perlinger/ntp-stable-3011

tested with ntpdc:
 - unconfigured IP --> fail
 - configured IP once --> success
 - same configured IP twice --> success, peer removed
