If one wants to run software in a chroot environment, then the chroot
environment must be properly configured.  That proper configuration is outside
of our scope.

I'm marking this bug as RESOLVED/WORKSFORME.

Happy to see somebody put proper configuration notes for different OSes on
http://support.ntp.org, and I'll help anybody who wants to do that.
