In 4.2.8p8 I got this message (which is not very helpful):
28 Jun 16:04:25 ntpd[17516]: receive: KoD packet from has
inconsistent xmt/org/rec timestamps.  Ignoring.

Maybe more details should be added, like in this message:
28 Jun 16:00:04 ntpd[17516]: receive: Unexpected origin timestamp
