TEST2 means "origin timestamp problem", and XBOGUS means there's a slightly
more general problem with an interleave packet.

Dave says it's reasonable to always stay in interleave mode if we get in to
interleave mode, but in the past the intent was to flip back to basic mode if
that's what the other side wants.

I'm still digging in to this.
