Details:
On April 6th 2019, a GPS week rollover will occur, the field for identifying the week number in GPS will rollover on April 6th 2019 that field will reset back to zero. Any GPS receiver or product that implements the GPS protocols that don’t support the rollover of this bit can become unsynchronized and have an incorrectly set time. Effectively the time is reset back to April 1999.
If any of our products are connected directly to a GPS source that does not handle the rollover correctly, the NTP server time will reset back to 1999. Then the clock times for all clients of that NTP server will also be set back to 1999.
If you are connected at NTP stratum 1 (directly to a GPS clock) like recommend in OSS-RC, you only have one time source and whatever it states as the time is taken as fact. So if the rollover is not handled correctly, the time will be set to April 1999.
If you are getting the time at lower NTP stratum and you have multiple time sources, the NTP protocol can then determine that if one is giving the time as 1999, but others are giving the time as 2019, then there must be an error and it can ignore the clock telling it the time is 1999.

Solution:
Contact the GPS receiver vendor for compliance and solution to the issue, for example - GPSr at least IS-GPS-200 certified.
Ensure the solution to the issue is applied before the GPS rollover date.
