[ntp:hackers] too many recvbufs allocated (40)

Hi folks,

ntpd on one of my systems just logged:

   Sep  9 12:51:56 way ntpd[4547]: too many recvbufs allocated (40)

and the ntpd now isn't answering any ntpq requests and seems to be
spinning (ps says it's using 98.7% cpu).  This is ntp 4.0.99i running on
an i386 NetBSD box configured with the local clock as a stratum 10 and a
number of external peers and servers.

I see this message is logged in libntp/recvbuff.c, but at first
glance I've got no idea how such an error condition can occur.
Any suggestions on tracking this down?
