It is even worse that that, in that at least the Oncore hw has to output 
the (continously variable) negative sawtooth correction of the PPS 
signal on the serial stream, i.e.:
"When you hear the beep it will be 33 ns after 19:33:21 UTC...
  When you hear the beep it will be 26 ns after 19:33:22 UTC...
