[ntp:hackers] Trying to install in /usr/sbin

I thought there was some change not too long ago that made it so that
you could chose whether you wanted everything to go into /usr/bin
or /usr/sbin. I tried setting bindir=/usr/sbin, and I got ntp-keygen,
ntp-wait, ntpq, ntptime and ntptrace in /usr/sbin and ntpq, ntpdate,
ntpdc and sntp in /usr/bin. At best this seems inconsistent. I'm I
going about this wrong?
