[ntp:hackers] RANDFILE requirement for non-crypto setup?

Heiko,

I believe that ntp-dev should not need the RANDFILE (if other
OpenSSL-using applications do not need RANDFILE).  Does this match what
you are seeing?

Under Unix, other entropy sources are /dev/random and/or /dev/urandom.

I don't know what would be used under Windows.
