[ntp:hackers] ntp-dev's ntpd doen't log "synchronized to ..." anymore

Anyway, if -dev shall be released to the wide public I think it should work in 
a way unexperienced users can easily see what's going on. Otherwise it will 
become very hard to help them track down any problems.
