My guess is early ntpd didn't have any priority code at all, there
were more pressing issues and "nice" was platform-specific, so people
got in the habit of invoking ntpd using nice.  Then when -N and -P
came along, the default behavior remained unchanged for the usual
reasons.

I think those usual reasons also apply to the issue of leaving the
Windows ntpd default priority unchanged.
