[ntp:hackers] NTP Development Snapshot 4.2.5p177 Released

How come 1151 is on this list, and ntp.bkbits show this as a new
changeset, when the bug comments say that it was fixed in p75 and it
is definitely already in p172? Why does this old changeset suddenly
show up in the tree?
