Wrong question:

Noon being 12 AM or 12 PM isn't the problem.

The stupid insistence of US (and a few other countries) to continue 
using a 12-hour clock to measure 24-hour days is the real problem.

Switch to ISO (which btw _is_ the standard) for both time & date, and 
you won't have this particular problem anymore.

(You will have problems with people refusing to understand your dates, 
but let's leave that for another day, shall we? :-)
