yeah, the thing that had me confused is that it worked on startup and for
a while afterwards, then clients would slowly reject, and become de-
synchronized.
and linux clients with a local clock configured looked like they were
working all the time. i think they'd get rejected, fall back to the
local clock, then re-sync again. so ntpq -p looked ok on them, but it
was just barely working.
what a drag.
