Rest of the documentation? Where? On a web page somewhere on
the 'net? In an HTML file that may be shipped with the distribution?
In another text file that may be shipped with the distribution?

Would you be willing to exclusively use just one of those sources
as your only method of getting the information you need?

When setting up a server, it is not unusual to not have any kind
of web browser at all available to you. Therefore, any documentation
provided in HTML format in the distribution will be worse than
useless. Likewise, it's not helpful to have the HTML documentation
somewhere on the 'net.

Plain text files are the lowest common denominator, and while we
may opt to have documentation available in other formats, if we're
going to provide a suitable service to the community, I see no option
but to accommodate this lowest common denominator.

Having man pages is also very high on my list of things we need to do.
