Brad,

You get what you get what you get. There is nothing in the protocol to
preclude tunnels, just that the design intent is to provide hardball
security even if forced to unclean environments outside the firewall,
such as in the case of national laboratory servers. There were several
instances of tunnels used in the CAIRN experiment network with NTP, some
of them spanning hemispheres.

So far as NTP is concerned, and if the WEP is outside the firewall, you
don't need tunnels just to protect NTP.
