[ntp:questions] NTP Stratum 16?

I'm trying to set up an ntpd server for my home network, but for some reason
ntpd decides that it is stratum 16 and does not synchronize:

The log has nothing useful:

And I am completely mystified. Maybe refid of 0.0.0.0 has something to do
with it? Isn't that supposed to be my IP?
