Correct. The problem is not the issue of handing out records
according to some particular preferences of the pool operators.
The problem is that some clients become excessively abusive (a la
Netgear/UWisc), and while some pool server operators may be able to
withstand such an assault from a somewhat lower volume traffic
generator, there are plenty who cannot.

The problem is not the normal, legitimate use of the servers.
The problem is the abusers, and what you can/should do to protect
yourself against them.
Now, if you're saying that anyone who can't withstand the abuse
should get out of the pool, then that's pretty much the end of the
entire pool.ntp.org project right there.
