[ntp:questions] ntpd and ACTS

I have an RS/6000 Model 370, running AIX 4.2.1

The clock runs fast, and people like to leave work according to the computer
time. I would like to configure xntpd to sync with ACTS (once a day?) but
cant seem to get it to work. I have read as much as I can, so now I ask
here....
my ntp.conf looks like this:

#broadcastclient

#multicastclient

driftfile /etc/ntp.drift

#tracefile /etc/ntp.trace

server 127.127.18.1 mode 1

fudge 127.127.18.1 time1 0.0650 flag2 1

peer devel.hs.fnbhs.com

peer emergency1.at.fnbhs.com

server 127.127.1.1

The systems devel.hs.fnbhs.com and emergency1.at.fnbhs.com are also
RS/6000's



I see a modem light light up, but goes out quickly and /var/log/messages
contains the following:

Nov 10 14:31:32 cbi xntpd[75652]: 3.4y

Nov 10 14:31:32 cbi xntpd[75652]: tickadj = 1000, tick = 10000, tvu_maxslew
= 99000

Nov 10 14:31:32 cbi xntpd[75652]: refclock_open: /dev/acts1: Interrupted
system call

Nov 10 14:31:32 cbi xntpd[75652]: configuration of 127.127.18.1 failed


I see that the open fails on /dev/acts1. I have symlinked /dev/acts1 to
/dev/tty2 (my modem)

I can do a cu -m -l tty2 to connect to the modem.

Can anyone help me or refer me to some more documentation?
