No. The number of peers (e.g. remote time servers, ref-clocks) which may
be configured is not limited to ten. But ntpd considers peers not among
the first ten peers as sorted by synchronization distance to be poor
candidates for further consideration and marks them as excess.

Excess peers are marked with a '.' tally code in the ntpq -p billboard.
