The output from ntpq shows that ntpd is not getting any input from your
GPS receiver.  The reach should not be 0 and the first character on the
line should be * -- might take a few minutes to get there.  If it
stays as it is above, you have a problem with your clock/serial line.

Won't work because m1 is not synched to anything.
