I suggest you take a look at what I believe is a possible workaround:

Using SRVANY.EXE (freeware from the resource kit), any executable can be 
turned into a service.

SRVANY uses a list of registry values to determine what to do:

Parameters is the actual application name.
AppParameters are the command line to be passed to the app.
