If someone thinks it's important to follow up on this with either
the carrier or the modem manufacturer, you'd best hurry -- the clock
is ticking, so to speak (sorry, bet you've heard that one before).
The carrier has been shipping these modems since February, so there
are already lots out there.  Also, this carrier, who has a large
presence in the south, west, and midwest, has been running a big
promotional campaign over the last month, with DSL prices now
undercutting dial-up access.

The modems have field-upgradeable firmware, so it's at least
theoretically possible for this problem to be mitigated if need be.

I don't see any evidence of actual evil at work here, except for the
possibility of 'All that is necessary for the triumph of evil is that
good men do nothing'.  The carrier publicly advertises its investment
of billions in infrastructure to support the new digital technologies.
The modem also shows in its configuration the addresses of a couple of
DNS servers owned by the carrier.  So it's my guess that they do
understand certain of their obligations in being good net citizens,
and a proper combination of education and pressure might convince
them to add their own stratum-2 NTP servers and point their
customers' modems that way.
