I've had the same problem, and it comes up from time to time
with a lot of older DOS programs and programs ported from
other platforms. Not wanting to spend a lot of time on it,
I just used the DOS name on my system for the "Program Files"
directory:

driftfile C:\progra~1\NTP\etc\ntp.drift
