The build from the 10-04 seems to have fixed whatever issues I
was having.  I had a little trouble getting the init.d script
correct, but was OK after that.  I made no changes to any of
the config files (conf.ntpd, step.tickers, drift, etc).  Can I
get away with this?

Here are the stats after about 12 hours:
