This is a known bug which happens under Windows NT only:

The reason is that some networking API functions exported by the Windows NT
DLLs return unexpected results. Under Windows 2000 and newer it works
correctly.

Heiko is just now preparing a new version of the Windows installer which
contains a workaround for this. We'll post here on the NG when it's
available for download.
