	See the links posted by Alain.  Your comments are true in 
general, but Israel has been a weird exception, that couldn't be 
dealt with in a programmatic fashion until very recently.

	Basically, the two links demonstrate that the problem is pretty 
much solved.  The OP just has to take the methods laid out in those 
links, and apply them.

	Unfortuntately, that is exactly what Israel had been doing, up 
until very recently.
