Does the "components greater than 10Hz" means that the RMS part of the 
jitter is calculated on a 100ms (= 1/10 Hz) time frame?

So: the jitter on a period would be the exponential average (over the 
current period) of the RMS of time differences in a 100ms time frame?

Is this measured or evaluated?
