Many refclock drivers submit their collected data once a minute.  This means
that it can take ~16 minutes for a machine with an attached refclock to
sync.

Many refclocks have data available once a second, but their data is still
polled once a minute.

I believe Dave made a change a while ago to grab this data "sooner" during
the initial startup phase, but it's still not going to be as fast as a
client startup with iburst.
