Do cell phones work in your site?  There are NTP boxes that get
their time from the cell phone network.

Do-it-yourself:  Under $100 for a Garmin GPS 18 LVC.  You also need
a PC.  Old ones are probably OK.

You can buy packaged commercial boxes.  I haven't checked prices.
I'd expect several $K.
