AFAICS, that's the way it's defined. See at the end of 
http://www.opengroup.org/onlinepubs/009695399/basedefs/xbd_chap08.html the 
explanation of TZ:

The offset is "the value added to the local time to arrive at Coordinated 
Universal Time." That's also supported by "If preceded by a '-', the timezone 
shall be east of the Prime Meridian" in that standard. That this is not the way 
it's expressed on http://wwp.greenwichmeantime.com/ is an other issue. :-) Maybe 
you find more explanations on that site.
