ntpd requests the time from a "server".
ntpd exchanges the time with a "peer".
In the NTP network diagramed at
http://en.wikipedia.org/wiki/Image:Ntp.png, the systems at stratum two
would peer with each other (the horizontal lines) and would consider the
stratum one systems as servers.
The stratum two machines should be ones that you control.
